Cadogan, as partly outlined in the last sentence of
paragraph 3 of your letter under reply, might be amended
to read:-
(30)
"Such support should only be afforded in cases where the failure of a British firm to obtain a "huchao" might result in the order going to a foreign firm and he should in no case make representations which would amount to pressure upon the Central Government to authorise the import of war material which would not otherwise be imported."
Copies of this letter are being sent to the Admiralty,
War Office, Air Ministry, Colonial Office, Dominions office
and the Department of wverseas Trade.
